Standing with the Ukrainian People [fr]

The international “Standing with the Ukrainian People” conference, organized jointly by France and Ukraine in Paris on 13 December 2022, will gather partners, donators, multilateral institutions and NGOs in order to provide the immediate support the Ukrainian people need to get through winter.

This conference will be co-chaired by Emmanuel Macron and Volodymyr Zelenskyy, in the presence of the Ukrainian Prime Minister Denys Shmyhal, First Lady of Ukraine Olena Zelenska, President of the European Commission Ursula von der Leyen and French Minister for Europe and Foreign Affairs Catherine Colonna. The conference will seek to meet the urgent needs of Ukrainians, in particular access to electricity, heating and water, at a time when Russia continues bombardments of the country’s civilian infrastructure.

As winter sets in, the Ukrainian people urgently need additional international support.

The Ukrainian authorities have identified five sectors that require urgent and coordinated support: electricity and energy, water, food supply infrastructure, healthcare and transport infrastructure.

This event aims to provide concrete short-term help to suffering Ukranians. It is therefore complementary to previous international meetings to support Ukraine, in particular to prepare in the longer term the country’s reconstruction.

France’s support to Ukraine

Humanitarian aid

€240 million for Ukraine and its neighbours:

  • 2,600 tons of aid delivered in almost 40 operations by the Ministry for Europe and Foreign Affairs (including the “A Ship for Ukraine” initiative): emergency bridges, search and rescue, electrical supply security of hospitals, emergency shelters and basic necessities for displaced persons and refugees, mine clearance, medical equipment and medicines. 100 generators were sent in November.
  • €140 million in 2022 and 2023 via the United Nations and the International Red Cross and Red Crescent Movement (UNHCR, IOM, WFP, OCHA, UNICEF, UNOPS, UNDP, ICRC, IFRC).
  • €31.6 million to support the work of humanitarian NGOs.
  • 12 medical evacuations for service members (32 wounded) and children (40 children).

Financial aid

  • €400 million in loans guaranteed by the Government via the Agence Française de Développement (AFD).
  • €1.2 billion in export guarantees to help French companies take part in reconstruction.
  • €100 million to the EBRD, which has raised €200 million through guarantees.

Military and security aid

France is Ukraine’s fifth-largest supplier and has delivered 100% of aid promised:

  • 18 Caesar guns, two Crotale missile batteries, two Multiple Launch Rocket Systems (MLRS), armoured vehicles, defensive missiles, anti-aircraft and anti-tank systems, ammunition and fuel.
  • €200 million of loans to acquire French defence equipment.
  • Contribution representing almost 20% (€550 million) of the European Peace Facility.
  • Training of 2,000 Ukrainian soldiers under European Union Assistance Mission (EUMAM) Ukraine (out of 15,000 in total).

Receiving refugees

  • More than 100,000 Ukrainians taken in under the temporary protection system.
  • More than 20,000 Ukrainians enrolled in the French education system, and 2,000 students.
  • Scholarships programme for intensive French classes financed by the Ministry for Europe and Foreign Affairs with the Campus France agency.

Assistance in fighting impunity

  • Two deployments of forensic doctors and gendarmes to support the Ukrainian justice system
  • Donation of a first mobile DNA laboratory and upcoming delivery of a second
  • Secondment of staff to the International Criminal Court (ICC) and an exceptional contribution of €500,000
  • Contribution of €400,000 to the Office of the UN High Commissioner for Human Rights.

EU aid to Ukraine in figures

  • €19 billion in support of economic, social and financial resilience (€12.4 billion in European funds and a total of €7.3 billion from EU Member States).
  • €3.1 billion in military assistance via the European Peace Facility.
  • More than €20 billion to take in refugees in the EU.
  • €18 billion in assistance to Ukraine planned for 2023.
