Dear Francophones,

Important dates are approaching for our country and, more specifically, for the French community established in the constituency. First, because it’ll be time for us (on the Sundays of April 22 and May 6) to elect the next President of the French Republic (2012-2017) and also because we will be electing during the legislative elections on the Sundays of 3rd and 17th June, for the first time in the history of the Fifth Republic, a representative of the French nationals living outside France (in our case the 11th constituency that represents Asia).

For these elections, a poll station will be opened at the Consulate General of France in Bombay, where the largest number of French population resides ; a vast constituency that represents an area of more than one and a half times the hexagon. For those who cannot make it on these dates, we have organized several consular visits to Baroda, Goa, Nashik and Pune prior to these dates, where the French communities are concentrated, but in smaller number, in order to receive proxy voting applications.

You will also be able to vote online but only for the legislative elections.

The April issue also gives me pleasure to announce the launch of the new bilingual version of our Internet portal, which you can access by typing : www.ambafrance-in.org. You have to simply click on the tab "Bombay" to go to the page of the Consulate General. I invite you to visit it and give us your comments, the endeavour being to continuously improve the means of information and communication available to you.

Lastly, I take this opportunity to remind you again how important it is for you to register yourself as a French national settled outside France. We give you your registered consular card that says on the back in French and English that "the holder of this card is placed under consular protection of France". This can be very useful if you encounter a problem in India, especially vis-à-vis the police. And, again, it is not necessary for you to visit the Consulate to complete the process. You can do it from wherever you are simply by sending us an email.

Inauguration of the new Centre of the Alliance Française de Bombay and celebration of the Francophonie in our constituency


On March 20th, 2012, on the occasion of the ‘Francophonie Day’, the Alliance Française de Bombay opened its ninth French language and cultural education centre in the presence of the President of the Alliance française, Mr. Nadir Godrej as well as Mr. Jean-Raphaël Peytregnet, Consul General of France in Bombay. Mr. Sumit Mullick, Principal Secretary and Chief Protocol Officer of Maharashtra, honoured us with his presence at the inauguration ceremony.

Established in Mumbai since 1938, the Alliance Française has developed over the years in sync with the city and its people. In keeping with this policy, the Alliance française de Bombay invested, this year, in a dynamic area of Santacruz where there is a large young student population.

Five minutes from the Santacruz railway station, located on the third floor of the former mall HiLife, this new place offers a training programme for all levels, seven days a week. Three classrooms equiped with interactive whiteboard, internet connection and video projectors ensure that students have an optimum receptive ambiance.


The centre is expected to gradually become like the Somani centre in Cuffe Parade which is currently the only centre open on weekends. Already having 8 language centres, the Alliance Française de Bombay now firmly establishes its presence in the northwest of the city, along a dynamic axis.


The Week of the French language and the Francophonie Festival resulted in an explosion of events throughout our constituency. Concerts, plays, dance performances, literary events, films and photography exhibitions were organized by the Alliances françaises of Bombay, Pune, Ahmedabad, Bhopal, and Panjim.

Under the call for proposals in support of the Indo-French decentralized cooperation for the year 2011 launched by the Ministry of Foreign and European Affairs (MAE) in partnership with the Indian Ministry of Urban Development, the Indo-French selection committee has shortlisted six projects one of which is located in Bhopal.

This decentralized cooperation project will bring together the city of Rennes, the town of Chinon and the Municipal Corporation of Bhopal in Madhya Pradesh. It will focus on the preservation of heritage of Madhya Pradesh and urban development.

The project aims to help Indian communities integrate their existing heritage and landscape in their economic development strategy and to put in place project management assistance cell for the communities in order to share with them the expertise gained in urban planning and heritage protection. The project focuses, in part on direct cooperation between the city of Rennes and Bhopal, the other on the pooling of training, expertise, methodologies and diagnoses with important contribution from the town of Chinon that has a great experience of providing project management support in France and abroad in the fields of heritage town planning. The National Association of Cities and Countries of Art and History and Cities with protected & conservation areas will also lend its expertise to the project.


Signing of a cooperation agreement between DCNS Group and Indian Institute of Technology, Bombay (IIT)


DCNS signed, through DCNS Research, a Memorandum of Understanding with the Indian Institute of Technology Bombay, one of the top academic institutions in India, dedicated to engineering and technology research. It has been signed by Dr Alain Bovis, Executive Director of DCNS Research and Prof. Shiva Prasad, Dean of Academic Programmes in IIT Bombay. This Protocol was signed on March 30, 2012 at New Delhi during the DEFEXPO exhibition.

This MOU opens new cooperation avenues to DCNS in India for education and research programs in naval defence and energy.

The research projects will be run at IIT Bombay premises with support of DCNS Research teams or in dedicated common facilities.

Thermo hydraulics, electrical engineering, material sciences are the most promising areas of scientific interaction between the two organizations.

Dr Alain Bovis, Executive Director of DCNS Research, added : “This new development emphasises our investments in long term in India. It also aims to accelerate technology progress in mutually beneficial areas by tying up with one of the top Indian research centres”.

DCNS Research is the corporate Research Centre of DCNS, dedicated to major scientific and technology areas relevant in naval systems and systems for energy production design such as computational fluid dynamics, computational structure dynamics, material science, information technology, acoustics and electromagnetism.

This agreement is strongly supported by the Science and Technology Department of the French Embassy in India.


Pune, April 3 – 9, 2012

17th European Union Film Festival based on the theme "Europe in love"


The 17th European Union Film Festival was inaugurated on the 3 April in the presence of Ms. Sonalee Kulkarni, famous Marathi actress, and Mrs. Irma Kaljulaid, Head of Cultural Affairs of the European Union delegation in India. Also present were the Director of the Alliance française of Pune, Mr. Luc Didon, the Director of the Max Mueller Bhavan, Mr. Michael Flucht, and the Director of British Council, Mr. Kajiri Mitra as well as Professor Indranil Bhattacharya of FTII.

The opening film was the French film "Les émotifs anonymes" by Jean-Pierre Améris. The Pune festival will be on till April 9, 2012. Films are screened at NFAI, at FTII as well as at the Brisitsh council.

The 17th European Union Film Festival is taking place from March to May in several cities throughout India including Mumbai, Delhi, Bangalore, Pune, Chennai, Kolkata, Goa and Hyderabad.

French Expertise highlighted at the Mumbai International Boat Show 2012 - 23rd to 26th February 2012.


Ubifrance and the French Trade Commission in India in collaboration with the French Nautical Industries Federation organised a French Pavilion during the Mumbai International Boat Show 2012 from23rd to 26th February, 2012 ; bringing together 6 leading French companies specializing in the pleasure boating industry, in safety & surveillance as well as in desalination systems. The objective was to meet and network with the leading players and decision makers from the Indian boating industry and to forge business opportunities.

French Representation at Medical Fair India in Mumbai, 2nd to 4th March 2012.

Medical Fair India, a leading trade fair in the medical equipment and technology industry, was organized from 2nd to 4th March 2012 in Mumbai. The event hosted a French Pavilion, organized by UBIFRANCE, French Agency for international business development, for the 3rd year in succession and brought together 9 leading companies from the French medical device industry. These companies exhibited their high-tech products, adapted to the fast-changing Healthcare industry.

French technology in the field of Media & Animation highlighted at FICCI FRAMES 2012 - 13th to 16th March 2012.

Ubifrance and the French Trade Commission in India in collaboration with French Companies from the field of Animation, Media & Entertainment participated at a business conclave organized by FICCI - FRAMES from the 13th until the 16th March 2012 organized in Mumbai at the Renaissance, Powai.
Emerging as one of the biggest events of its kind in Asia ; Ubifrance & The French Trade Commission had the opportunity to be present with GOLAEM, a French software company from the field of animation, specializing on 3D worlds ; along with HAVAS MEDIA ; one of the leading media groups at Ficci Frames 2012.
The objective of this meet was to exchange and network with the leading players and decision makers from the Indian media & entertainment industry and forge business opportunities with the French companies from the field.

Senator of the French nationals abroad Mr. Richard Yung visited Mumbai on March 14, 2012.

He went to the French International School of Bombay (EFIB), the Alliance Française of Bombay and the Consulate General of France in Bombay. He had earlier visited Pondicherry and Chennai.

Ghetto Girls by Ambarien Alqadar (35’)


‘The Ghetto Girl’ was a name used for me as I went to school in New Delhi, India during the 1990s. My home was in one of India’s largest Muslim ghettos. The school was in a part of the city that saw a massive post-liberalization transformation ; a city of malls, apartments, blocks and buildings. But the lives of people who lived in this neighborhood saw no progress. In an armed operation in 2008, the Indian State killed three Muslim boys whom they claimed were terrorists. Following this, the neighborhood was black listed as a Production House of Terrorists. I revoke that process of naming in an autobiographical documentary that unfolds as a fictional third person narrative about a girl who walks the streets and searches for a lost home movie."

The Boxing Ladies by Anusha Nandakumar (26’)

The Boxing Ladies is a story of three teenage muslim sisters who are national level boxers and their struggle to be a part of the society and make their mark. Zainab, the eldest of the three is like the mother hen. She cooks, takes care of the house and also contributes to the family expenditure sewing and making mobile covers every day. Bushra, the middle sister dropped out of school due to financial pressure. She works part time in an STD booth and with the money that she earns, buys sporting equipment for herself and her sisters. Sughra, the youngest and also the rebel of the family is the most determined about her boxing career. This is a story of these three incredible sisters and their determination to represent the country in the field of boxing. It is the celebration of women and the sports and their journey and their struggles.

Film-concert : Ozma at the Alliance Française de Bombay at the Blue Frog and in partnership with Novotel. This event is receiving financial support of Institut Français, French Embassy in India, DRAC of Alsace, Spedidam, Urban Community of Strasbourg and the FCM.

Ozma’s music takes its source in the continuity of bands like Dave Holland Quintet, Aka Moon or Steve Coleman and the metrics. In its particularly strange universe, the various landscapes made up of a subtle balance between writing and improvisation, succeed one another with eloquence and humor.

Les trois âges’ by Buster Keaton (63’)

Three plots in three different historical periods - prehistoric times, ancient Rome, and modern times (the Roaring Twenties)- are interwover to prove the point that men’s love for woman have not significantly changed throughout history. In all three plots, characters played by Buster Keaton and Wallace Beery compete for the attention of the same woman, played by Margaret Leahy.

Celebration of the symbolist French poetry in the presence of the Gujarati poet Chandrakant Topiwala at the Alliance Française d’Ahmedabad.

The impact of French poem and the French poetics advanced by French poets is clearly seen while observing the Western influences on the modern Gujarati poetry. The discussion on both symbolism and imagism, which are the main characteristics of modernism, and Pure Poetry (as suggested by Paul Valéry) is also possible thanks to the French poets. Umashankar Joshi, Niranjan Bhagat and Suresh Joshi have discussed a lot on this. We can also connect the French poetry to the beginning of surrealism in Gujarati poems by poets like Sitanshu Yashachandra.

Bhopali documents the experience of 2nd generation children affected by the Union Carbide gas disaster of 1984, the worst industrial disaster in history, and subsequent contamination of groundwater by Union Carbide Corporation. It follows several children as they and their families cope with the ongoing medical and social disaster, as well as their memories of that traumatizing night that shocked the world and changed Bhopal forever.
26 years have passed since the disaster, yet the suffering continues and, for the victims, justice has yet to be seen. Award winning director Van Maximilian Carlson presents a modern portrait of shattered lives in the community surrounding the abandoned Union Carbide factory.
